The building is organized to house various departments located within the building and spaces are organized to create an efficient work environment and promote collaboration. Daylight and views to the surrounding natural landscape are a key feature for offices and open work areas and natural daylight to interior spaces located in the core of the building is provided through skylights. A warehouse is also included that allows NTUA to store various materials and supplies for the field crews. The district office provides services to their customers and provides areas for customer service support and conference rooms to assist customers. Other community spaces include a large conference room and an outdoor courtyard for customer events.

The orientation of the building respects Navajo culture by having the building main entrance with a large overhanging canopy facing to the east. The interior and exterior materials, color palette and design features are inspired by the surrounding landscape and continues the consistent look of the new NTUA district offices throughout the Navajo Nation.
